Shipping in Libya
Country Israel: Imports from Israel is not accepted.
Non – operating reefers: LIACSIGEN@maersk.com must accept the non- operating reefer before the booking created & the cargo description of the B/L must show a clear note that reefer container is unplugged.
Tobacco: Tobacco must be approved by LIACSIGEN@maersk.com
CARS: Date of production, color, chassis #, and model of the car has to be updated under the description of gods. Also, as per Libya's import customs rule, it's not allowed to have more than 1 car consigned to the same person in the same B/L; you've to split the B/L to be each B/L for each car. Otherwise, in case you need the 4 cars to be in the same B/L the Consignee should read a known Freight forwarder.Scrap and Damaged Cars into Libya are not accepted.
Used engines & spare parts for cars, Tires & 2nd hand Engine motors are not allowed.
USED CARS: WE CAN'T ACCEPT USED CARS MORE THAN 5 YEARS OLD FROM THE DATE OF PRODUCTION in Libya ports.
It should be 7 years old from the date of production.
Production Date does not matter.
Salvage titles (Heavily damaged autos);
Not allowed to be imported into the country and the same goes for Used (second hand) auto parts and spares, used tyres
Jet skis, Boats, motorcycles and ATV’s :
No age restrictions on the below as long as they are not heavily damaged.
Mitsubishi Car Imports: We’ve received via the Ports and Transport Authority, a ban order issued by the “Ministry of Trade and Industry” prohibiting the import of the Mitsubishi cars. This ban will be valid till the time the Manufacturing Company appoints an official dealer in Libya. From the chamber of commerce, we’ve been informed that the ban relates only to brand new cars in commercial quantities and it does not affect cars imported for single private use.

Cigarettes: Not Acceptable
FREIGHT: FREIGHT COLLECT IS NOT ACCEPTABLE IN LIBYA.
Charges to Libya: We do not accept any charges to Libya on collect basis. All charges should be prepaid at origin
IMO Shipments: Effective 1st of September 2010, kindly note that MSDS certificate is required to be provided to LIACSIGEN@maersk.com for each IMO (dangerous cargo) shipment in the future as requested by port Authority /security Dept & ISM & if not provide no such cargo will be discharged & units will be kept on-board.
IMO class 1: not acceptable
Break-Bulk: Not acceptable
Weight Limit: Weight should not exceed 32 tons/unit including tare weight. OOG weight exceeding 32 tons is subject to prior approval by LIACSIGEN@maersk.com

B/L clause/ documentation
-Free-out delivery clause “All bills of lading and manifests to Libyan ports must show the following clause: ‘free out - the goods and container(s) detailed in this transport document are carried on free out terms. the cost of discharge and handling from the vessel at the port of discharge in Libya and all subsequent costs of loading empty container(s) onto a vessel for return to a port nominated by the carrier shall be for account of the merchant”.
-Flag/Vessel/port Clause The following clause is compulsory in all Bills of Lading to Libyan ports:
-Carrier's agent certifies that the carrying vessel is operating under flag other than Israeli and the goods will not be transhipped to or at any vessel or port of aforementioned nationality unless in distress or subject to Force Majeure or at the request of competent authorities.
-Direct delivery for reefer containers in Libya ports' clause "In the absence of suitable reefer plugs and/or equivalent power supply facilities at the herein named discharge port, the Merchant (incl. receiver) undertakes to take delivery of the cargo under this Bill of Lading (or seaway bill) immediately on discharge of the container(s) from the carrying vessel at which time the Carrier's responsibility hereunder ceases. Neither the Carrier nor the ship nor their servants nor agents shall be responsible for any deterioration or damage to the cargo whatsoever from the time when the container(s) is(are) disconnected from the ship's power supply. In the event of failure to take delivery, or any refusal on the part of the Merchant (incl. receiver) to accept delivery for any reason, the Carrier is hereby granted specific authority by the Merchant (incl. receiver). To sell or otherwise dispose of the cargo at the sole risk and expense of the Merchant (incl. receiver).”
No acceptance for issuing original bill of lading at any Libyan offices.
Special Customs requirement
According to the customs law kindly note that we will not be able to submit the Delivery order with many cars for one consignee .the Libyan law accept only one Car for each Libyan consignee. Any bill of lading will be issued to one consignee with more than one car it will be rejected & will remain on board. However, to Avoid any problem in the release of cars. Please create a single B/L for each Consignee with only one car in order to submit the manifest. Effective from 11-05-2010, we stopped acceptance for 2nd hand cars to final destination Misuratah, only Benghazi is acceptable, otherwise containers will remain in EGPSD.
Delivery Terms - Free Out
”Free out delivery:
Clause is mandatory to be mentioned on the B/L & Manifest as per customs law.
AA- The receiver pays for all costs including discharge costs from the Vessel, all moves within the terminal, storage Charges and the final lift on Truck, Those Costs are paid by the receiver directly to the port Authorities. BB- The Receiver pays for all costs pertaining to the return of the empties including lift off/Lift On at Agent's Depot, inland haulage to the Port, Lift off from Truck and the subsequent reloading on board the Sea Vessel. As per agreement with the Port authorities, those Costs are paid by the Receiver in advance to the Agent prior receiving the delivery Order who in turn pays the amounts due to the Port Authorities when arranging the reloading. The Agent remains the sole responsible party towards the port Authorities for those Costs.”

In case that you still wish to submit the shipping instructions manually, a Manual Documentation Fee (MDF) is applied.
