BL and Inward Manifest Amendment
BL amendment request can be done latest on ETA-3 of local transhipment port or destination for the change to be included in Inward Manifest. If the BL and manifest amendment request comes after ETA-3 or when the inward manifest has been generated, the manifest adjustment will be done directly to Indonesia Customs by customer. New revised BL and supporting letters will be provided through below procedure.
Below are the procedures for your reference.
- Send Redress Request Letter with details of the requested amendment to id.import@sealandmaersk.com to explain the request.
- Sealand Customer Service Team will process the amendment request once the email has been received.
- Sealand Customer Service Team will issue the invoice of Amendment Fee and Print BL Fee to MyFinance to be settled.
- While the amendment request is being processed, OBL will need to be surrendered to Sealand counter in order for us to print the new OBL. If the document type that is used is Seaway Bill, no document surrender process will occurred.
- Once the amendment has finished, Sealand Customer Service Team will inform you to pick up the new BL and supporting letter from Sealand at our counter to be processed directly to Indonesia Customs.
*) Note: There will be some fees occurred such as Amendment Fee of IDR150,000 and Print BL Fee of IDR100,000 that you confirm in the letter.
Arrival Notice
Arrival notice will be sent ETA-2 latest to the email subscribed as Arrival Notice recipients. If you are the party of the shipment, consignee or first notify party, you may add another email as the recipient of Arrival Notice through our notification service here.
Delivery Order
All DO release request will have to use LOA or LOA Periodic. DO release request for document type of Original Bill of Lading (OBL) Telex Release and Seaway Bill (SWB) through the drop box at our counter will not be accepted. DO release request for document type of OBL can still be done thorugh the drop box at our counter by just only giving us the OBL that has been endorsed by the consignee or assigned bank and the consignee has been listed as LOA customer first.

SOP import horticulture products
Origin office to put such notification in the Booking Confirmation
Customer must ensure the booked shipment's CNEE own the valid documents for customer clearance (RIPH, SPI & LS). Once cargo arrive destination, consignee will clear custom and pick up cargo, otherwise all the occurred responsibility and charges will be debit to customers. Meanwhile, there is risk for cargo return on board or transit at t/s port due to limit plugs at Surabaya terminal, all the risks or charges if there is any, will come to customers.
Shipper must inform consignee to provide the RIPH, SPI & LS documents to MCC Surabaya office within 7 calendar days after cargo loaded. Otherwise, your cargoes will not be discharged at Surabaya according to terminal's regulation.
Origin office to obtain copy of VO (Verification Order) from Shipper before release Booking Confirmation
Consideration : without RIPH and SPI, customers cannot get VO. Thus VO would be represented those required docs.
SUB CSA to obtain RIPH, SPI & LS from Consignee
Three days before vessel arriving TPP SUB CSA will start contact Consignee and Consignees must provide those documents to SUB Office before cargo loading on feeders at TPP. Otherwise we will propose to MCCCGOINA to hold those cargoes at TPP to avoid ROB. This is applicable for IN2 & IN4. While for IA8, we will force to discharge in TPP considering IA8 cannot ROB back to TPP.
Origin offices is expected to assist SUB CSA when they could not contact the consignee or if there is missing phone or address in consignee's details. Origin office couldn't just simply leave the duty to collect RIPH, SPI and LS solely to SUB CSA, the effort is joint-effort between origin and destination office.
Same process is applicable for IDBEL. Import to IDUJP is under SUB Office.
Above new SOP is replacing the old SOP on Wed, Dec' 12 .
Note: Permentan No. 42 and 43/2012 from Minister of Agriculture related to port of discharge still remains where those horticulture products to Indonesia (except if origin is from USA, Australia or New Zealand) can only discharge in sea-ports (IDSUB, IDBEL and IDUJP) + Free Trade Zone Ports like Bintan
Fresh fruits, vegetables, and bulbs
Effective from June 19th, 2012
The entry points of fresh fruits, vegetables & bulbs into Indonesia territory are limited to:- Port of Surabaya (IDSUB)
- Port of Medan (IDBEL)
- Port of Makassar (IDUJP)
- Jakarta International Airport
- Indonesian’s main seaport of Jakarta (IDJKT) will no longer be allowed to discharge these commodities.
Fish and beef
Effective from April 2011
Indonesian Government limits the import of beef and fish. Only companies holding the import licenses from the respective Ministries are allowed to import beef and fish into Indonesia. It is mandatory for the importing companies to get the following documents from the respective ministries, otherwise the cargo will be rejected by Indonesian Customs and has to be re-exported to the origin countries:
For Beef: "Surat Persetujuan Pemasukan dari Ditjen Peternakan dan Keselamatan Hewan" (SPP) under Ministry of Agriculture
For Fish: "Surat Pemasaran dan Pengolahan Hasil Perikanan" (SP2HP) under Ministry of Marine and Fishery
Individual and embassy shipments
- Individual and embassy shipments are restricted.
- Exceptions must include personal movers or international forwarders.
Meat, ruminants, their products and derivatives
Indonesia Government bans imports of meat and its derivative products except from countries below:- Countries recognized as “free from BSE”: Australia, Argentina, New Zealand and Uruguay
- Countries recognized as “provisionally free” from BSE: Chile, Iceland, Paraguay and Singapore
Aid / Grant cargo
Do not take this business unless all import documentation anticipated prior to shipment. Pursue shipments only handled by recognized forwarder/logistics company on behalf of the aid organization. Major customs and detention/longstanding issues are common due to lack of documentation.
Dangerous and poisonous waste
Do not accept cargo if:- Waste from unspecific sources such as maintenance, washing, packing of tools.
- Waste from specific sources, from industrial process or certain activity.
- Waste from expired chemical substances, packing-scrap and off-grade or by-products.
Regulation for import recycled commodities (wastepaper, scrap metal, used plastics). The Indonesia authority has put a more stringent process on import shipment of wastes, such as waste paper, scrap plastics, scrap metal and other articles of waste following the finding of toxic and environmentally hazardous substance stuffed along with the mentioned commodities. Following such finding, the customs of Indonesia are now doing physical check on every shipments of such commodity and will force the consignee to ship back the shipment to origin country if such toxic and environmentally hazardous substance is found during the inspection.
Ministry of Trade has enacted new regulation number 58/2020 as revision of regulation number 92/2019 about import non-toxic recycled commodities into Indonesia, mentioning that effective 1st Oct, 2020:
- Exporters of the non-toxic recycled commodities to register with Indonesian Embassies and Consulates at origin country to be allowed to supply the country with the material.
- The registered Exporters/shippers company name must be registered in the consignee import license. Consignee to submit the import license adjustment to reflect the same including type of the goods, sum of the goods, HS codes, country of origin and or destination port.
The existing regulation on the cargo inspection will remains which basically cover:
- Shipper has got their cargo inspected by approved surveyor before stuffing and the certificate of survey (Laporan Survey/LS) has been issued by PT Surveyor Indonesia or PT SUCOFINDO or their agent in the origin countries (Indonesia's Ministry of Trade regulation no 39/M-DAG/PER/9/2009 article 18).
- Shipper will also need to make sure that their consignee has obtained the necessary license to import non-hazardous waste from the Ministry of Trade. Consignee should refer to the following link to get the license: http://inatrade.kemendag.go.id/index.php/perijinan/get_perijinan_detail/009101.
Used-machine, car, and capital goods
All import of used-machine, car, and capital goods are prohibited by Indonesia government.
Any exception should obtain official permission from Director General of Foreign Trade on behalf of Minister of Industry and Trade for:
- Grant from donor country to the Government of Republic of Indonesia
- Research and development needs of science and technology
- Social-needs which is non-commercial
- Technical assistance and project assistance
- Motor vehicles of Ambassador of the Republic of Indonesia who returning from abroad
Perawang shipment
There are 2 ports at Perawang ; IKPP Perawang (Perawang,Indonesia) and Pelindo Perawang (Tualang Siak, Indonesia). IKPP Perawang (Perawang,Indonesia) is private port hence it is limited to other customers.
For other customers that have shipment bound to Perawang must choose Tualang Siak, Indonesia as Port of Destination instead of Perawang, Indonesia which will bound to IKPP Perawang.
If customers choose incorrect port cargo cannot Discharge and Port of Destination will be updated directly to Pelindo Perawang (Tualang Siak, Indonesia). Any additional charges will be bill directly to shipper.

Indonesia customs forbids Bill of Lading to mention two different kind of weight value – gross weight (GW) and net weight (NW) in weight / GW column as this is serious crime. Weight Value (GW). if customer requires to mention both NW and GW in Bill of Lading. Then only GW will be mentioned in weight column and NW should be mentioned in description of goods column (BL Body).
Please note each maximum weight limitation. If cargo exceeds crane limitation. Chance that cargo will be put ROB or have to re-worked in transshipment part and all cost occurred should be born by shipper.
