Import
Inland haulage for reefer containers
Carrier Haulage for reefer containers is acceptable subject to GENSET equipment availability and always Genset Surcharge (GEN) for minimum 2 calendar days must apply in line with the local charges valid at the date of shipment. Whenever the Carrier Haulage is required and GENSET equipment is not available, the consignee will have to pay for Demurrage (inclusive of electricity, storage) occurred until GENSET equipment becomes available.
Origin countries or local locations - If rates for a desired location could not be retrieved in e-rates, please contact Sales Department at which will quote accordingly.
Acceptance that requires special permits or certificates - Romanian companies, except banks, can not endorse Bill of Ladings in favour of other Romanian companies.
Hazardous cargoes / Special cargoes - E-rates do not cover trucking and rail tariffs for IMO cargo. Please contact Sales Department at which will quote accordingly. Out of gauge cargoes (OOG), Break-bulk cargoes and Dangerous cargoes (IMO) are subject to standard Seago Line approval procedures.
Documentation consignee
1. For final delivery destination in Romania receiver must be a company fiscally registered in Romania irrespective it is final receiver or forwarding company acting on behalf of the final receiver. For exceptions list please contact us.
For final delivery destination in other EU or non-EU country, the final receiver must be a company fiscally registered in that country where the delivery destination is. Such a transit is subject to remarks to be inserted in B/Ls explicitly mentioned below.
2. Whenever the named (documentation) Consignee is a forwarding company, correct wording in the consignee box must be: “FORWARDER Company name” or “FFWD Company name” or “Company name AS FORWARDER” or “Company name AS FFWD” and the number of the House Bill of Lading (HBL no) must be mentioned in the body of the B/L (in the cargo description box).
Cargo in transit
1. Transit to Moldova The following sentence must be mentioned in the B/Ls under the description of goods:
a) For Carrier Haulage
"In Transit to Moldova - Onwards carriage from Constanta/Romania to Moldova is arranged by the Carrier as agents only, and for its account and risk”
b) For Merchant Haulage
“In Transit to Moldova - Onwards carriage from Constanta/Romania to Moldova is arranged by Merchant for account and risk of Merchant”
2. Transit to other EU or non-EU county via Constanta port
a) For Carrier Haulage
The following sentence must be mentioned in the B/Ls under the description of goods: "In Transit to YY - Onwards carriage from Constanta/Romania to YY (ultimate destination) is arranged by the Carrier as agents only, and for its account and risk”
b) For Merchant Haulage
The following sentence must be mentioned in the B/Ls under the description of goods: "In Transit to YY - Onwards carriage from Constanta/Romania to YY (ultimate destination) is arranged by Merchant for account and risk of Merchant”
3. Transit to Giurgiu Free Zone (Romania)
a) For Carrier Haulage
The following sentence must be mentioned in the B/Ls under the description of goods: "In Transit to Giurgiu Free Zone - Onwards carriage from Constanta/Romania to Giurgiu Free Zone is arranged by the Carrier as agents only, and for its account and risk”
b) For Merchant Haulage
The following sentence must be mentioned in the B/Ls under the description of goods: "In Transit to Giurgiu Free Zone - Onwards carriage from Constanta/Romania to Giurgiu Free Zone is arranged by Merchant for account and risk of Merchant”
Requirements on transport documents for PERSONAL EFFECTS – As per the customer regulation in the transport documents for personal effects correct name of the Consignee must be followed by the Passport serial No. (or valid ID card number) Description of the goods in the transport document must specify the total No. of collies and total gross weight, according to Packing List.
If there is for example 1 car, 2 cabinets, 4 chairs and 10 cartons with house holds and used clothing, the total No. of collies is 17.
If any vehicle shipped in container as personal effect, the serial No. of the chassis must be always mentioned in the transport document. It is strongly recommended that shipper appoints a customs broker at destination and clarifies all aspects related to the clearance formalities before placing the export booking. They must ensure that they comply with the Romanian customs regulation for the clearance of personal effects.
Collect charges for reefer containers - Freight collect for reefer containers is acceptable only subject to prior approval from Sales Team . The approval must be obtained BEFORE accepting the booking. All local surcharges can be accepted on collect basis and no approval is required from country sales. DPA/OPA is accepted as collect subject to freight collect only.
Equipment and weight / measurements
No Out of gauge (OOG) or REEFER cargo accepted by rail.
REEF cargo - European Union (EU) restrictions
Origin countries & Shippers which are allowed to export into EU are available on the European Commission's website, "Third Country Establishments List". Please instruct shippers / booking parties to check the list of companies granted to export into European Union (EU) before they ship. Situations which dry or reefer containers arrive in
Constanta but the goods are not allowed to enter EU territory could be easily avoided this way.
NO Acceptance of Dangerous cargo on Asia-Europe (AE3) service
The vessels with Loa over 250 m could transit in force at any time the Bosphorus Strait to/from Black Sea on a daylight passage. However when there is IMDG class 1/2/5.1/5.2/6.2/7 on board the vessel transiting Bosphorus Strait, she will be considered as TANKER and pass the strait with tanker convoy at daylight and specific time frame. Based on above information, Maersk has decided to ban all Black Sea IMO cargo from AE3 service, eastbound and westbound and to route it alternatively VIA GIOIA TAURO ON FEEDER. Sealand prefers not to put vessel schedules to risk, consequently this restriction has been effective from the 1st sailing of new AE3 string on week 14, 2007.
Manual Documentation Fee
From November 1st 2016, all shipping instruction submissions for your shipments must be submitted through www.sealandmaersk.com or any other online platform (EDI, INTTRA etc.).
In case that you still wish to submit the shipping instructions manually, a Manual Documentation Fee (MDF) is applied.
The Manual Documentation Fee will be: 25 USD / bill of lading

LCL Acceptance on Master B/Ls – No LCL shipments for multiple receivers (consignees) are accepted on Master B/Ls.
If they are two or more receivers to the cargo stuffed in one container, then shipper(s) must be recommended to appoint DAMCO or other NVOCC able to issue House B/Ls and delivery to CFS.

Notes:
- Free-time and charges per container per calendar day (i.e. including weekends and holidays) after free-time expires.
- Start date and end date are included in the calculation.
- Shipper’s Own Container is considered as equivalent to corresponding container type.
- 40´ High and 45´ High containers are considered equal to 40´.
- NOR (non-operating reefer) is considered as Dry Container.
- Shipper’s owned tank with DRY cargo follows free time & rate of Dry equipment.
- Shipper’s owned tank with IMO cargo follows free time & rate of IMO.
- Open Top Out of Gauge and Flat Rack are considered as Special Containers.
- Open Top in Gauge is considered as Dry Containers.
- For special deals: Please bear in mind that the calculation method of charges for special deals (free-time granted > tariff free-time) is ‘progressive’ and the lead off rate slap(s) will be reduced by the number of days in excess of tariff free-time.
- Free time deals will be applied based on the effective deals at the Price Calculation Date (PCD).
- Combined Demurrage & Detention starts with discharge date (included) and ends with gate-in empty date (included) from terminal.
- Storage starts with discharge date (included) and ends with gate-out full date (included) from terminal.
- Pricing structure in Romania consists of two elements; 1. Combined Demurrage & Detention and 2. Storage.
- Combined Demurrage & Detention: Free time period and charges for utilization of equipment inside and outside of terminals or depots. (invoiced under DET).
- Storage: Free time period for use of terminal or depot space (invoiced under DMR, port storage cost is inclusive)
